摘要
在梳理我国高质量发展提出背景、理念、目标、要求的基础上,通过与铁路等基础设施横向比较,分析了水利在经济高质量发展中的定位和现有发展基础,对照质量变革、效率变革、动力变革三方面要求,分析存在的主要问题,提出水利高质量发展的目标和措施。最后,围绕质量、效率、动力提升,建议以水利工程建设、水利工程安全运行、江河湖泊水生态环境、江河流域水量分配方案落实、水工程联合调度、新技术与水利业务深度融合为智慧化着力点,驱动水利高质量发展。
On the basis of reviewing the background,idea,goal,requirement of high-quality development of Chinese economy,the thinking of high-quality development of water conservancy is triggered.Through the horizontal comparison with infrastructure such as railway,the positioning and the existing development foundation of water conservancy in high-quality economic development,comparing the requirements of quality change,efficiency change and power change,the main problems are analyzed,and the objectives and measures for high-quality development of water conservancy are put forward.Finally,focusing on the improvement of quality,efficiency and power,we suggest the construction of water conservancy projects,the safe operation of water conservancy projects,the water ecological environment of rivers and lakes,the implementation of water distribution schemes in river basins,the joint operation of water conservancy projects,and the deep integration of new technologies and water conservancy business to drive the high-quality development of water conservancy.
