摘要
在当今合作治理时代,社会组织作为"第三部门"越来越多地参与到人权事务之中,在构建以"人类共同价值"为核心的人权共同体方面发挥着重要的主体性作用,与政府及其他相关主体一起成为人权事业的保障者。通过梳理社会组织走出去参与人权治理的主要贡献,我们发现相关政策法律的及时到位支撑及模式化的参与,是我国社会组织走出去参与人权治理的成功经验。这些贡献与经验在事前、事中、事后的全过程与全链条的成效与风险管控机制的保障下,将为推动人权全球治理与世界人权事业进步提供更好的中国经验与中国方案。
In the era of governance through cooperation,as the"third sector",social organizations are increasingly involved in human rights affairs.They play an important role in the construction of a human rights community with the core of"common values of human",and together with the government and other relevant subjects,they become the guarantors of human rights cause.By sorting out the main contributions of social organizations in participating in human rights governance,it is found that the timely support of relevant policies and laws and the participation through certain models are successful experiences of social organizations in participating in human rights governance.Under the guarantee of the mechanism of effectiveness and risk control along the whole chain before,during and after the process,these contributions and experience will provide better Chinese experience and Chinese programs to promote global governance of human rights and the progress of human rights cause in the world.
