摘要
目前全球比较通用的油气储量评估准则为石油工程师协会(SPE)批准发布的“石油资源管理体系(PRMS)”标准和美国证券交易委员会公布的SEC准则.SPE-PRMS与SEC的侧重点不同,通过对比分析两种准则,发现二者在储量定义和储量分类二者趋于一致,另外,它们都提到了提高采收率的应用.SEC主要服务于投资者,目的是在为对比各上市公司提供一个统一的平台,并不能用来反映各上市公司的市场价值;而SPE-PRMS服务于石油公司,目的是使石油资源通用标准定义达到一个新高度,提高全球石油资源交流方面的透明度,为国际石油工业包括政府和监管机构发布油气储量报告提供公用参考.在流体界面,储层的有效厚度和断块油气藏储量级别划分SEC比SPE-PRMS更加严格,因此SPE-PRMS可能比SEC评估的储量要大一些.为在油气储量评估中准确使用两种准则提供比较和参考.
At present,the common criteria for oil and Gas reserves assessment in the world are"petroleum resource management system(PRMS)"approved by the society of petroleum engineers(SPE)and SEC standards published by the securities and exchange commission of the united states.SPE-PRMS and SEC have different emphases.Through comparative analysis of the two criteria,it is found that they are consistent in reserves definition and reserves classification.In addition,they both mentioned the application of enhanced oil recovery.SEC mainly serves investors.Its purpose is to provide a unified platform for the comparison of listed companies,which cannot be used to reflect the market value of listed companies.SPE-PRMS serves oil companies,aiming to achieve a new level of general standard definition of oil resources,improve the transparency of global oil resource exchange,and provide public reference for the international oil industry,including governments and regulatory agencies,to issue oil and gas reserves reports.At the fluid interface,the effective thickness of the reservoir and the reserve classification of the fault block reservoir SEC are more strict than SPE-PRMS;therefore,SPE-PRMS may be larger than the reserves evaluated by SEC.It provides a comparison and reference for the accurate use of the two criteria in the assessment of oil and gas reserves.
