摘要
新时代东北振兴是中国区域协调发展战略最具典型意义的区域转型发展案例。制度创新与组织网络化交互作用视角可以解析新时代东北振兴战略的本质特征、机理演化与行动路径。本质上,新时代东北振兴是顺应全球化深度融合要求,更好履行国家安全职能,重构全国优势互补、区域特色的发展优势,旨在形成对国家发展战略的有力支撑。机理上,全球分工体系在制度创新与自组织网络化的交互作用下,正在吸收中国供应链上的高水平开放型产能,为新时代东北振兴产能体系建构提供了内生动力。路径上,新时代东北地区高水平供给体系,应通过深化改革开放促进制度改革、建构科技新城强调社区组织、依托中心城市和城市群建设等寻求产业链国际化水平的提升。
Northeast revitalization in the new era is the most typical case of regional transition and development in China s regional coordinated development strategies.Based on the interaction effect between institutional innovation and organization networking,this paper analyzes the essential characteristics,mechanism evolution and action path of implementation process of new era northeast strategy,which includes a variety from the adjustment of old industrial bases to the reconstruction of the supply system integrated into the economic globalization.The revelation of essence shows that northeast revitalization in the new era meets the requirement of deep integration of global economy,performs the functions of national security better and reconstructs the development advantages of national complementary strengths and regional characteristics.According to the analysis of mechanism evolution,the global division system is absorbing high-level open capacity in China s supply chain under the interaction of institutional innovation and self-organizing network,which provides the endogenous power for the construction of northeast revitalizing capacity system in the new era.The policy recommendations emphasize that the high-level northeast supply system in the new era promotes the reform of state institution by deepening reform and opening up,and builds science and technical new city and values community organizations.Relying on the construction of central cities and urban agglomerations,it seeks the action path to improve the internationalization level of the industrial chain.
