农业工程咨询在科技兴农服务中的新模式探讨 被引量:1

摘要 在我国实施乡村振兴战略推进农业农村现代化发展的新背景下,对农业工程咨询服务促进农业农村发展赋予了新要求和新使命。本文立足农业工程咨询服务与科技兴农工作,分析了农业政策、自身发展、智库建设等对农业工程咨询的影响,基于对中国热带农业科学院工程咨询中心工作和案例的深入分析,提出了全过程系统化工程咨询解决方案:融入和构建乡村振兴规划体系,加强党建双联系科技助推乡村振兴,建立"乡村振兴定点观测点"等科技兴农创新模式,建议以"科技港"的理念创新打造科技服务平台,围绕市场需求促进科技创新与成果转化相互融合,完善管理制度,打造复合型高素质人才队伍,强调了农业工程咨询在科技兴农服务中的重要作用。 Under the new background of implementation of the strategy of rural vitalization in China to promote the rural welfare and agriculture modernization, agricultural engineering consulting is endorsed with a new connotation and mission. Based on the work of agricultural engineering consulting and the experience in rural revitalization through science and technology, the effects of agricultural policy, selfimprovement and the construction of think tanks on agricultural engineering consulting were analyzed.Further analysis of the experience and study cases available from the Agricultural Engineering Consulting Center of CATAS was made, based on which were put forward a series of agricultural innovation models for supporting rural revitalization, including provision of systematic consulting solutions, building of and integrating of rural vitalization planning systems, strengthening of the functions of CPC in rural vitalization through technical support, and establishment of rural observation points.Some suggestions and countermeasures were made for the agricultural engineering consulting, including establishment of an innovative service platform in the concept of"Science and Technology Port",promotion of integration of technological innovation with transformation of the research achievements according to the market demands, improvement in management systems, and setingup of high-quality talent teams. An emphasis was laid on the importance of agricultural engineering consulting in the service for the rural revitalization through science and agriculture.
