摘要 建筑高度是影响城市山水格局和空间形态的关键要素之一。在新一轮国土空间规划"控量-提质"的转型趋势下,对城市建筑高度的定量控制迫在眉睫。文章在归纳国内外相关理论与实践的基础上,总结当前城市建筑高度控制方法的经验与不足,探索基于"容量测算-形态修正"的城市建筑高度定量控制方法,并应用于张家界的规划实践中。首先,"容量测算"是指通过用地潜力评价和开发规模量化两个步骤构建城市建筑高度基准模型;其次,"形态修正"则是根据生态、市政等方面的刚性管控因子以及视线廊道、文脉地标等城市设计因子对城市建筑高度基准模型进行修正;最后,通过"刚柔并济"的分级管控机制实现城市建筑高度定量控制从规划控制到实施管理的有效传递。 Building height is a key factor affecting the urban landscape pattern and spatial form.Under the new round of national land space planning"control volume-quality improvement",the quantitative control of urban building height is imminent.Based on a review of relevant theories and practices at home and abroad,this paper concludes the current experience and shortcomings of urban building height control methods,and explores the quantitative control method of urban building height based on"capacity measurement-morphological correction".The method is applied to the planning practice of Zhangjiajie city."Capacity measurement"refers to the construction of a high-level model through two steps:land potential assessment and development scale quantification;"morphological correction"is based on ecological control factors such as ecological and municipal rigid control factors,visual corridors,and cultural landmarks.The baseline model is revised.Finally,through the hierarchical"rigid and flexible"control mechanism,the effective transfer of building height from planning control to implementation management is realized.
