摘要
根据协同发展理论,口岸发展与其承载地的发展之间存在协同效应。随着"一带一路"倡议的推进,中哈陆路边境口岸虽然在推动所在边境地区深度融入"一带一路"建设方面作用明显,但新时代以来,由于口岸自身在基础设施建设、对外人文交流、功能定位、边民互市等方面存在诸多现实性、战略性和制度性困境,致使中哈陆路边境口岸建设对其承载地发展的实际协同效应不高。因此,要提升中哈陆路边境口岸对其承载地的协同效应,就必须转变发展理念和思路,在地产经济培育、口岸间协调合作、对外人文交流、交通基础设施建设及属地贸易发展等方面研究和探寻当前困境的破解之法。
According to the theory of coordinated development,there is a synergistic effect between the development of a port and the development of its carrying area.With the in-depth implementation of the"Belt and Road"initiative,although China-Kazakhstan land border crossings have played a significant role in promoting the deep integration of the border areas where they are located,since the beginning of the new era,due to the port’s own infrastructure construction and foreign exchange.There are many practical,strategic and institutional dilemmas in terms of functional positioning,crossborder exchanges,etc,resulting in the actual synergy effect of the construction of the China-Kazakhstan land border crossing on the development of its bearing place.Therefore,in order to enhance the synergistic effect of the China-Kazakhstan land border crossing on its bearing area,it is necessary to change the development concept and thinking,research in real estate economic cultivation,coordination and cooperation between ports,foreign cultural exchanges,transportation infrastructure construction and territorial trade development,and explore ways to solve the current dilemma.
