摘要
为应对海洋经济发展带来的海洋环境污染问题,中国自1982年颁布《海洋环境保护法》以来,制定多项治海政策和制度,但环渤海环境污染问题依然突出。为推进国家治理体系和治理能力现代化,保障共建"一带一路"和海洋强国战略的顺利实现,必须解决环渤海环境治理体制机制不完善、治理能力不足和法律法规不协调等问题。同时,找出这些问题的深层原因,积极借鉴国际海洋环境治理经验,通过完善跨区域海洋环境治理体制,构建高效便利的协调机制,加强相关法律法规的"硬法"建设,吸引公众力量的参与,提高海洋治理能力和治理体系现代化水平,促进环渤海环境治理早日取得显著的成效。
In order to deal with the marine environmental pollution caused by the development of marine economy,China has formulated a number of policies and systems to control the sea since the promulgation of the marine environmental protection law in 1982, but the marine environmental pollution around the Bohai Sea is still prominent.In order to ensure the smooth implementation of the strategy of "one belt and one road" and "ocean power", we must solve the problems of imperfect system and mechanism, inadequate governance capacity and incompatible laws and regulations in the marine environment management of the Bohai sea. At the same time, we should find out the deep causes of the problems, actively learn from the experience of international marine environmental governance, improve the cross regional marine environmental governance system, build an efficient and convenient coordination mechanism, strengthen the construction of "hard law" of relevant laws and regulations,attract the participation of public forces, improve the governance capacity and technological innovation level, and promote the marine environmental governance around the Bohai Sea to achieve remarkable results as soon as possible.
