摘要
社会组织是参与社会治理的重要力量之一,来自政府的信任是社会组织生存发展的重要保障。本文以X组织为个案研究对象,对社会组织与政府信任关系的变迁过程及其应对策略进行研究。社会组织发展初期,组织通过建立符合自身特点且与政府服务型社会治理模式相适应的组织理念与文化,达成依附型信任关系获取政府的关注与认可。随着信任关系的加深,社会组织的策略重心从抽象的“文化认同”转向具体的“资源交换”,以此建立契约型信任关系。在契约的基础上,社会组织通过构建服务网络和互利互惠的合作机制,努力推动双方达到平等合作的阶段,确保政社信任关系的有效维系与发展。
Social organizations are one of the important forces participating in social governance,and trust from the government is an important guarantee for the survival and development of social organizations.This paper takes X organization as a case study object to study the changing process and countermeasures of trust relationship between social organization and government.In the early stages of development of social organization,by establishing an organizational concept and culture that is consistent with its own characteristics and compatible with government service-oriented social governance,it can achieve a dependent trust relationship and gain the attention and recognition of the government.With the deepening of trust relationship,the strategic focus of social organizations has shifted formabstract“cultural identity”to specific“resource exchange”to establish a contractual trust relationship.On the basis of the contract,the social organization strive to promote the equality of cooperation between the two sides by constructing service network andmutually beneficial cooperationmechanism,and ensure the effectivemaintenance and development of the trust relationship between government and social organization.
