摘要
“互联网+政府采购”的融合创新模式正成为政府采购的发展趋势。利用信息化手段打通高校招标采购管理部门、相关职能部门、二级学院招标采购管理部门和最终用户之间的壁垒,在学校招标采购“放”的背景下,完善学院“自管”和学校方便及时地“督管”是高校招标采购管理的重要目标。通过分析高校招标采购管理信息化发展现状,提出校院一体化招标采购工作流程设计原则,分析了校院一体化招标采购全生命周期流程和功能模块设计,提出了校院一体化招标采购信息平台系统的总体架构,并给出建议,为实现招标采购管理电子化、网络化、规范化、透明化、智能化提供参考。
It is an important target of bidding and procurement management of universities to make use of information technology to get through the barriers among the bidding and procurement management departments,the related functional departments of the university,the bidding and procurement management department and the end users of subordinate colleges,and to perfect the“self-management”of subordinate colleges and the timely“supervision”of the university under the background of“delegating powers”.Through the analysis of the informationization development of bidding and procurement management of colleges and universities,design principles of bidding procurement workflow of integration of college and university are proposed.Then the full life cycle of the bidding and procurement process and the specific functional module design are analyzed and the overall architecture of bidding and procurement information platform of integration of college and university is elaborated.Finally,some suggestions are put forward,and it will provide certain reference for bidding and procurement management to become electronic,networked,normalized,transparent and intelligent.
