摘要
2009年我国深化医药卫生体制改革意见出台,作为新医改重要举措之一,分级诊疗制度在全国各地相继推行。通过近十年的不断实践摸索,我国分级诊疗工作取得了阶段性成效,但仍存在一定不足和有待完善之处。本文结合我国分级诊疗制度的发展进程,总结社区医院目前在运行分级诊疗过程中仍存在的患者认知度不高、缺乏统一执行标准、服务能力较弱、医疗信息互通不畅、医保制度保障不足等主要问题,并提出要贯彻落实分级诊疗制度,需要各相关部门充分发挥自身职能,通过加大宣传力度、制订转诊标准、提升社区医院服务能力、加强信息化建设、建立考核机制等措施,从而推进分级诊疗制度落到实处。
In 2009,the opinions on deepening the reform of the medical and health system are issued in our country. As one of the important measures of the new medical reform,the hierarchical diagnosis and treatment system is implemented in succession throughout the country. Through the continuous practice and exploration in the past ten years,our country’s hierarchical diagnosis and treatment work has achieved phased results,but there are still some shortcomings and needs to be improved. Combining with the development process of hierarchical diagnosis and treatment system in our country,this paper summarizes the main problems existing in the process of operation of hierarchical diagnosis and treatment in community hospitals,such as low awareness of patients,lack of uniform implementation standards,weak service capacity,poor communication of medical information,insufficient guarantee of medical insurance system,and puts forward the implementation of hierarchical diagnosis and treatment system,requires all relevant departments to give full play to their own functions, through increasing publicity, setting referral standards,improving community hospital service capabilities,strengthening information construction,and establishing assessment mechanisms,so as to promote the implementation of the hierarchical diagnosis and treatment system.
