新中国基础教育课程政策变革70年回顾与反思 被引量:12

摘要 基础教育课程政策是一个国家为实现一定历史时期的基础教育发展目标和任务,依据国家在一定历史时期的基本任务、基本方针而制定的关于基础教育课程的行动准则。新中国成立以来,基础教育课程政策的变革与调整驱动着我国基础教育课程与教学发展,在探索中国治理的过程中虽然出现了短期的冒进,但很快回归正轨,规范与指引着基础教育课程发展,取得了巨大成就,逐步形成了基础教育课程政策的中国表达和中国治理。从我国基础教育课程政策的变革历程看,经历了改造继承与盲目借鉴、自主探索与跃进变革、中国特色与科学借鉴、中国治理与中国表达等四个阶段。课程政策必须立足国情,基于学生本位,遵循教育规律,立德树人,指向人的素养提升,促进学生全面发展。同时,在制定课程政策的过程中主体应具有广泛性,执行过程中政策必须转化为制度,实施三级管理,做到与时俱进,时时评价,才能确保政策实施的合理性和有效性。 The basic education curriculum policy is a national action criterion, which is based on the basic tasks and policies of the country in a certain historical period, for basic education curriculum to achieve the development goals and tasks of basic education in this historical period. Since the founding of the people’s Republic of China, the reform and adjustment of basic education curriculum policy has driven the development of basic education curriculum and teaching in China. Although there has been a short-term rash in the process of exploring China’s governance, it has quickly returned to the right track, standardized and guided the development of basic education curriculum. This exploration has made great achievements and gradually formed the China’s Expression and China’s Governance of basic education curriculum policy. From the perspective of the reform process of China’s basic education curriculum policy, it has experienced four stages: transformation-inheritance and blind reference, independent exploration and leap forward reform, Chinese characteristics and scientific reference, Chinese governance and Chinese expression. Curriculum policy should be based on national conditions and student-centered principle, should follow the laws of education and attach importance to moral education for promoting the all-round development of students. In the process of formulating curriculum policies, the main body should come from various fields;in the process of implementation,these policies should be transformed into systems. Implementing three-level management, keeping pace with the times and evaluating constantly to ensure the policy’s rationality and effectiveness.
