摘要
中国独特的文化和历史传承对世界影响巨大,然而却在近代遭遇了西方工业文明的猛烈冲击,并由此开启了一百余年艰难曲折的追求现代化的历程,这一艰难的转折和探索赋予当代中国社会治理现代化独特的内涵。根据由治理目标、治理主体、治理客体和治理手段等四个维度构建的社会治理现代化的整体性分析框架,现行社会治理在目标、主体、客体与手段等方面尚存在与社会治理现代化的要求不相适配之处,导致基层社会自我成长的空间和活力不足、多元主体参与的边缘化、治理失去“靶向”、刚性手段的不当运用和治理“碎片化”等问题。相应的,应从“明确社会治理边界,推动政府‘元治理’能力和社会活力提升;加强社会主体和市场主体参与,推动社会治理主体由一元主导向多元共治转变;增强柔性治理和‘靶向’施策能力,推进社会心理服务体系建设;推进大数据科技的研发与应用,提升社会治理的系统性和整体性”等四个方面推进社会治理现代化。
China’s unique cultural and historical heritage have a huge impact on the world.However,in modern times,it has encountered the violent impact of western industrial civilization,which led to a more than 100-year difficult and tortuous process of modernization in China.This difficult transition and exploration have endowed contemporary Chinese society governance modernization with a unique connotation.According the analysis framework of social governance modernization which includes governance goals,governance subjects,governance objects and governance means,current social governance still does not fit the requirements of social governance modernization,resulting in the lack of self-growth space and vitality in grass-root society,the marginalization of multiple subjects’participation,the target losing of governance,the improper use of rigid means,and the“fragmentation”of governance.Correspondingly,in order to advance social governance modernization,it is necessary to clarify the margin of social governance as well as promote government’s“meta governance”ability and social vitality;intensify the participation of social and market entities and promote the transformation of social governance from monolithic dominance to multiple governance;enhance the flexibility of governance and the ability of targeted governance while promote the construction of social psychology service system;promote the development of big data technologies and application to improve systematic and holistic governance.
