基于三阶段博弈模型的船舶使用岸电条件下港口减排策略研究 被引量:10

Research on Port Emission Reduction Strategy for Ships Using Shore Power Based on Three-Phase Game Model

摘要 船舶靠港使用岸电,是减少船舶污染物排放的有效手段,也是绿色港口发展的必然要求.为研究政府征收碳税政策制约下,港口及船公司在船舶靠港时使用岸电决策行为,本文针对政府、港口和船公司作为博弈参与方的港口减排体系,构建了三阶段博弈模型,分析了岸电使用对各参与者的环境效益和经济效益的影响,并进行了算例分析,结果表明,从减排角度来看,采用岸电设施会大幅降低碳排放,具有很好的环境效益;从经济角度发现,采用岸电后可以很好的促进市场需求,对于港口而言,岸电使用后会使收益明显升高,且碳税越高越明显,而船公司在岸电费用较低时时采用岸电设施是较为经济的选择,但当岸电收费过高时,岸电的使用不利于船公司的持续发展.研究结果是在均衡条件下得到的主体决策行为,为港口和船公司的决策提供支持. The use of shore power by ships is an effective means to reduce pollutant emissions from ships and an inevitable requirement for the development of green ports.In order to study the government’s carbon tax policy,the port and shipping companies use the shore power decision-making behavior when the ship is in port.This paper constructs a three-stage game model for the government,port and shipping company as the port emission reduction system of the game participants.The impact of shore power usage on the environmental and economic benefits of each participant was analyzed,and a case study was carried out.The results show that from the perspective of emission reduction,the use of shore power facilities will significantly reduce carbon emissions and have a good environment.Benefits;from the economic point of view,the use of shore power can promote market demand very well.For ports,the use of shore power will increase the income significantly,and the higher the carbon tax,the more obvious,and the shipping company’s onshore power costs The use of shore power facilities at a lower time is a more economical option,but when the shore power charges are too high,the use of shore power is not conducive to the continued development of the shipping company.The result of the study is the subject decision-making behavior obtained under equilibrium conditions,which supports the decision-making of ports and shipping companies.
