省域高等学校分类发展:政策逻辑与实践路径 被引量:14

On the Policy Logic and Practice Path of Provincial Higher Education Institutions’ Classification Development

摘要 高等学校分类发展是中国高等教育发展的自然历史选择。省域高等学校的分类发展已成为中国高等教育改革的政策热点和实践焦点之一。从省域高等学校分类发展的政策逻辑看,在政策主体上,省域各部门往往多元共振,但不同省份的决策方式各异;在政策目标上,重在防治高等学校的恶性趋同、建立有序的高等学校体系;在政策工具上,重视淡化刚性规制、加强柔性引导。为了优化政策实践路径,省域高等学校的分类发展政策应紧扣省情需要,坚持自主创新,力防政策走样和反弹。 The classification development of colleges and universities is the natural historical choice of the development of higher education in China, and the classification development of provincial higher education institutions has become the policy hotspot and practice focus of China’s higher education reform. As far as its policy logic is concerned, in terms of policy subject,the various provincial government departments often cooperate with each other, but the way the provinces make decisions is different;in terms of policy objectives, the focus is the prevention and control of the malignant convergence of higher education institutions and the establishment of an orderly system of higher education;in terms of policy tools, the focus is how to reduce rigid regulation and strengthen flexible guidance. In order to optimize its policy practice path, the classification development policies of provincial higher education institutions must closely follow the provincial needs, adhere to independent innovation,and prevent policies from"out of shape"and rebound.
