摘要
引入波特"钻石模型"构建中国区域高等教育与科技创新协调发展评价指标体系,运用耦合协调度模型评估并解读两者复杂耦合关系。结果表明,区域高等教育与科技创新耦合作用强;区域高等教育超前、同步与滞后于科技创新发展情况共同存在;区域高等教育与科技创新协调发展程度不佳、整体水平偏低、区域差异显著,仅广东和江苏为良好协调发展类,尚未有区域达到优质协调发展类。最后,提出政府加强教育与科技资源统筹协调、促进企业与高校互动式发展等方面的提升策略。
Porter’s "Diamond Model" is introduced to construct the evaluation index system of coordinated development of regional higher education and scientific and technological innovation in China,and the coupling coordination degree model is used to evaluate and interpret the complex coupling relationship between the two.The results show that the coupling effect between regional higher education and science and technology innovation is strong;regional higher education may lead in advance,develop synchronously or lag behind,compared with the development of science and technology innovation;the coordinated development of regional higher education and science and technology innovation is not good,the overall level is low,and regional differences are significant.Only Guangdong and Jiangsu have good coordinated development.No regions have yet reached the category of highquality and coordinated development.Finally,the paper puts forward the promotion strategies of the government in strengthening the overall coordination of education and scientific and technological resources,and promoting the interactive development of enterprises and universities.
