涪陵页岩气开发环境管理的探索与实践 被引量:1

摘要 以涪陵页岩气田为研究对象,剖析了页岩气开发环境监管面临的主要挑战,包括环境监管体系顶层设计不完善,环境监管能力建设不足,污染治理技术不成熟,以及环境影响认识不足等。面对这些挑战,系统梳理了涪陵页岩气开发环境管理的做法:一是成立专门科研机构,开展页岩气开发环境保护研究,为环境监管提供技术支撑;二是探索环境监管新模式,包括建立紧密高效的协调联动机制,坚持区域开发规划与规划环评同步开展的原则,坚持项目选址与环评同步开展的原则,实施项目区块环评,强化事中事后监管等。针对页岩气开采行业仍需解决的主要环保问题,从技术和管理两个方面提出建议,以期为全国页岩气开发环境管理提供经验借鉴。 This paper takes the Fuling shale gas field as the research object, the main challenges for the environmental supervision of shale gas exploitation were analyzed, including the top design of the shale gas development environmental supervision system is imperfect, insufficient capacity of environmental supervision, pollution control technology is not mature,etc. The environmental management practices of Fuling shale gas development were systematically sorted out. First, specialized research institutions were established, conducting environmental protection research on shale gas development and provide technical support for environmental supervision. Second, new model of environmental regulation were explored, including a close and efficient coordination and linkage mechanism was established, principles for simultaneous development of regional development planning and planning environmental assessment, principles for project site selection and environmental impact assessment, implementation of project block EIA, strengthening the supervision of things and afterwards, etc. The main problems still to be solved in the environmental protection of shale gas exploitation. Advising on both technical and managerial aspects, which will offer experience to the shale gas development environmental management in China.
