摘要
为有效评估化工企业安全管理体系的适用性和功效性,促进安全管理体系建设的不断完善。以《危险化学品从业单位安全标准化通用规范》(AQ 3013-2008)为蓝本,从安全管理体系的有关评估工具、通用框架和行业法规标准项要素中提取并确定了化工企业安全管理体系评估指标集,包括8个维度、29个要素和162项观测指标,采用信息熵法确定各维度和要素的权重,采用区间可拓方法通过实证分析对构建的化工企业安全管理体系评估指标集的应用效果进行了检验。实证研究结果表明:评估企业的安全管理体系综合评估等级为Ⅲ级,属于良好,同时强调该化工企业在安全管理体系的反馈、学习和持续改进(H)方面存在不足。构建的化工企业安全管理体系评估指标集能够更加系统地从技术规范、管理理念及方式等角度对安全管理体系运行效果进行全面、客观的评估,具有较好的适用性,可为化工企业开展自查、完善标准化建设成果、提升安全管理绩效提供参考。
In order to effectively evaluate the applicability and efficacy of safety management system in chemical enterprises, and promote the continuous improvement of system construction, this paper develops an evaluation index set of safety management system(SMS) based on AQ 3013 standardization, assessment tool, generic framework and industry regulation standard item. The evaluation index set involves eight dimensions, 29 element and a total of 162 observation indexes. The paper applies the information entropy method to determining the weight of each dimension element, and applies the interval extension method to testing the application effect of evaluation model. The result of empirical study shows that comprehensive grade of enterprise’s SMS is III, and the deficiency of feedback,learning and continuous improvement of the safety management system(H) of the chemical enterprise is emphasized. The index set can evaluate the operation effect comprehensively and objectively from the aspects of technical specification, management idea and mode, which has good applicability. It can provide reference for chemical enterprises to carry out self-inspection, improve the results of standardization construction and perfect safety management performance.
