摘要北京农批市场自2015年开始疏解非首都功能,河北农批市场成为相关功能承接地,北京农批市场疏解和河北承接效果关系着京冀协同发展实绩。虽然北京已迅速完成数个大型农批市场的疏解,清退万余商户,但由于河北承接农批市场对北京疏解商户的吸引力有限,河北承接商户规模未达预期,一些项目并未发挥承接作用。与北京疏解农批市场相比,河北承接农批市场多方面的竞争力指标均较弱,尤其是在商铺摊位、管理信息系统、物流效率、经济效益方面的短板突出。2020年是京津冀协同发展实现中期目标的关键时间节点,河北农批市场应抓住机遇,加强市场规模、交易规模、硬件设施建设,缩小与北京疏解市场差距,增强对疏解商户的吸引力,切实推进疏解和承接的协同发展。 Since 2015, Beijing agricultural products wholesale markets have begun to relocate its non-capital functions which are undertaken by Hebei agricultural products wholesale markets. The relocation of Beijing agricultural products wholesale markets and the effect of Hebei’s undertaking are related to the actual performance of collaborative development for the Beijing-Hebei region. Although Beijing has rapidly completed the relocation of several large-scale agricultural products wholesale markets with more than 10 000 wholesalers returned, due to the limited attraction of Hebei agricultural products wholesale markets, the scale of wholesalers undertaken by Hebei failed to meet expectations, even some projects did not play a role. Compared with Beijing relocated agricultural products wholesale markets, the competitiveness of Hebei undertaking markets are weak in many aspects, especially the prominent short board of shops and stalls, management information system, logistics efficiency, economic benefits. 2020 is the key time node for the collaborative development of Beijing, Tianjin and Hebei province to achieve the medium-term goal. Hebei agricultural products wholesale markets should seize the opportunity, strengthen the construction of market scale,transaction scale, hardware facilities, make up the short board of competitiveness, narrow the gap with Beijing relocated agricultural products wholesale markets, enhance the attraction to the wholesalers, and effectively promote the collaborative development of relocation and undertaking.
