摘要
江苏地勘单位在政策倒逼、需求推动、要素配给和内力驱动的多重因素作用下,坚持突出公益属性、平衡经济效益与社会生态效益、发展成果共享的原则,以职能定位明晰、科技创新驱动、业务结构优化、管理机制高效、人才队伍匹配、地勘文化领先为目标,制定出切实可行的四项关键性对策:(1)深化体制机制改革;(2)延伸地质服务领域;(3)发挥科技创新引领作用;(4)深化人才队伍建设。
Under the influence of multiple factors such as action-forcing policies,demand promotion,factor rationing,and internal force drive,geo-propecting units in Jiangsu adhere to the principles of highlighting the public welfare,balancing economic benefits and social ecobenefit,and sharing development results,also,they follow the principles of clear function orientation,innovation-driven,business structure optimization,efficient management mechanism,talent team matching,and geo-prospecting culture,following these,four key countermeasures have been worked out:(1)deepen the reform of institutional mechanisms;(2)extend the field of geo-service;(3)give full play to the leading role of scientific and technological innovation;(4)promote the construction of talent teams.
