摘要
AI研究存在重技术方案轻制度现象,图书馆领域也存在类似的问题。由于国内外法律层面未对AI概念以及相关应用原则进行界定,导致图书馆等机构研究缺乏统一的认知。文章从AI治理三个层面(权利、责任、伦理)和三点认知(用户数据的保护、包容灵活的规制、算法透明与责任)等方面,探索图书馆承担伦理责任并践行技术向善理念,认为智慧图书馆服务创新需要互联网技术创新的支持,在缺乏AI法律规范的环境下,《新一代人工智能治理原则》等制度为智慧图书馆的服务创新提供了伦理规范的参考依据,也为智慧图书馆的健康发展提供了制度保障。
There is a phenomenon that AI research focuses on technical solutions rather than institutions,and there are similar problems in the field of library.Due to the lack of legal definition of the concept of AI and relevant application principles at home and abroad,research in libraries and other institutions lacks a unified understanding.The article explores the three aspects of AI governance(rights,responsibilities,ethics)and three points of knowledge(protection of user data,inclusive and flexible regulations,algorithm transparency and responsibility),etc.,explores the library’s ethical responsibility and practice the concept of“tech for good”,thinking that smart library service innovation requires the support of internet technology innovation.In the absence of AI legal regulations,Governance Principles for the New Generation Artificial Intelligence and other systems provide a reference basis for ethical norms for smart library service innovation,it also provides system guarantee for the healthy development of smart libraries.
