摘要
产粮大县为保障我国的粮食安全做出重大贡献,但以粮实生产为主的传统乡村经济发展模式导致产业振兴乏力。通过分析吉林省产粮大县乡村产业振兴的困境,包括:县域经济发展水平低,乡村产业振兴外部环境差;农业种植结构单一,农产品供给质量低;资源优势未能充分利用,乡村产业融合发展水平低;人口空心化严重,缺乏各类人才;农地流转水平低,未能取得显著经济效益。提出相应的对策,即壮大县域经济规模,带动乡村产业发展;优化农业种植结构,推动农产品供给侧结构性改革;依托资源优势,深化乡村产业融合层次;引导外出人口“回流”,努力打造适应新时代要求的乡村人才队伍;多措并举,实现农地的高水平流转。
The major grain producing counties have made great contributions to the food security of our country,but the traditional economic development mode,which mainly focuses on grain production,has led to the weak revitalization of rural industries.This paper analyzes the practical difficulties in the revitalization of rural industries in the major grain producing counties of Jilin Province,including:the development level of county economy is low,the external environment of rural industry revitalization is poor;the agricultural planting structure is single,the supply quality of agricultural products is low;the resource advantage is not fully utilized,and the development level of rural industry integration is low;the population hollowing out is serious,and there is a lack of all kinds of talents;the level of agricultural land transfer is low,and no significant economic benefits have been achieved.The strategies are as follows:expanding the scale of county economy,driving the development of rural industry;optimizing the structure of agricultural planting,promoting the structural reform of the supply side of agricultural products;relying on resource advantages,deepening the level of rural industry integration;actively guide the“return flow”of the outgoing population,and strive to build a rural talent team to meet the requirements of the new era;take multiple measures to achieve the high-level transfer of agricultural land.
