摘要
为厘清深圳"12·20"滑坡事故的发生机理,使用基于系统论的STAMP模型分析其致因。建立事故近因事件链,归纳系统危险,据此自上而下构建围绕安全约束的分层控制结构,并从底层开始对各层的控制缺陷逐层剖析。结果表明:除技术设施缺陷和人员违规操作,在安全控制结构中共有18个组织存在控制错误,采用STAMP模型能够全面解释事故发生的内在原因和演化过程,从而为预防类似事故提供更为系统的技术支撑。
To clarify the occurrence mechanism of the "12 ·20" landslide accident,the STAMP model was used to analyze the accident cause. On the basis of establishing the chain of proximate causes of the accidents,the danger of the system was summarized. Based on this,a layered safety control structure with safety constraints was constructed from top to bottom,and the control defects causing accidents were analyzed layer by layer from the bottom. The results show that in addition to the defects in technical facilities and the illegal operation of personnel,there had been controlling mistakes in 18 organizations.The adoption of STAMP model could comprehensively explain the internal causes and evolution processes of the accident,and provided more systematic technical support for preventing similar accidents.
