摘要
[目的/意义]面向文化自信,研究《孙子兵法》涵盖的传统情报战争的核心理论方法,基于文化软实力,寻找到中国特色情报战略布局的思想源泉,结合时代要求继承创新,厘清现实困局,进行中国特色国家情报战略布局的运筹调控机制分析。[方法/过程]基于“总体国家安全观”的国家安全大思路,运用《孙子兵法》的“战略运筹”“作战指挥”“战场机变”“军事地理”“特殊战法”实现“造形”与“治气”,激发文化软实力主导性在情报治理中的作用,探索中国特色国家情报战略调控所应突破的创新路径。[结果/结论]在此基础上,提出中国特色国家情报战略的运筹策略。
[Purpose/Significance]Facing cultural self-confidence,the paper researches on the core theories and methods of traditional intelligence warfare covered in the Art of War,finds the ideological source of national intelligence strategic layout with Chinese characteristics based on cultural soft power,inheriting and innovating in line with the requirements of the times,clarifies the dilemma of reality,analyses the operational control mechanism of the national intelligence strategic layout with Chinese characteristics.[Method/Process]According to national security thought based on“Overall National Security Concept”,the paper put to using“Strategic Operations”,“Operational Command”,“Battlefield Change”,“Military Geography”and“Special tactics”to achieve shaping and momentum,stimulated the leadership of cultural soft power in intelligence governance,explored the innovative path of national intelligence strategic regulation with Chinese Characteristics.[Result/Conclusion]On this basis,it constructed the operation and control mechanism of the national intelligence strategy with Chinese characteristics.
