Western traditional political philosophy generally believes that freedom lies outside politics and becomes the goal of modern politics.Arendt refutes this opinion through the phenomenological interpretation of human activity experience and thinks that politics originates from the public sphere built by people's freedom of action. To understand in what sense Arendt considers politics to be free,we need to look further into the relationship between the public sphere and politics.First,Arendt uses the term"public sphere"in the sense of the human condition, which encompasses all human actions and es-tablishes the widest public sphere on the basis of the universality of action and constitutes the two sides of the world in which we live together with the world of manufacturer.Second,in the common world, the emergence of excellence in action and discourse on public affairs forms a public sphere of political significance.Furthermore, the public sphere of political significance is not equal to the state form of politics which only provide possibility for the establishment of political state.
