基于区块链技术的碳排放交易及监控机制研究 被引量:17

摘要 本文讨论了当前碳排放权交易领域中存在的缺陷,并提出将区块链技术与碳排放权交易相结合,利用区块链的技术优势来改善碳交易和后续监管过程中出现的诸多问题。本文构建了一种区块链+低碳经济新模式,通过建立基于区块链技术的碳排放权交易平台,以实现增强交易信息的透明度、安全性并提高交易效率的目的。同时,使用区块链+大数据采集技术,及时发现可能存在的违法超标排放行为。最后,提出以下对策建议:由环保主管部门牵头制定相应的碳排放交易标准并构建交易平台,同时要求各企业必须安装符合规定的污染物排放监测传感器,各企业通过区块链平台进行碳排放权交易,环保部门使用大数据采集技术对排污情况进行实时监控,最终实现从配额发放到权利交易再到最终监管的闭环流程。 This paper discusses the defects in the field of carbon emission trading,proposes to combine the blockchain technology with carbon emission trading,and makes use of the technical advantages of blockchain to improve the carbon trading and follow-up supervision process.The author constructs a new model of blockchain plus low-carbon economy,and builds a carbon emission trading platform based on blockchain technology as to achieve the purpose of enhancing the transparency,security and efficiency of trading information.At the same time,the collection technology of blockchain plus big data is used to detect illegal and excessive emission behaviors in time.The author puts forward the countermeasures and suggestions that the environmental protection department should take the lead in formulating the corresponding carbon emission trading standards and building a trading platform and require all enterprises to install the pollutant emission monitoring sensors that meet the requirements,all enterprises should conduct carbon emission trading through the blockchain platform,and the environmental protection department should use big data collection technology to conduct real-time monitoring of the emission situation,thus realizing the closed-loop process from quota issuance to rights transaction to final supervision.
