摘要
介绍了当前开发区规划环评与区域"三线一单"衔接的政策背景,对规划环评与区域"生态保护红线、环境质量底线、资源利用上线和环境准入负面清单"的衔接进行了实践分析和总结,对开展相关工作面临的一些问题或建议进行了探讨,供环境管理和决策参考。
The paper introduces the current policy system of the connection between plan environmental impact assessment of development zones and the“Three Lines and One List”(TLOL)governance;analyzes and summarizes the connection between the plan environmental impact assessment and the TLOL,which contains the ecological conservation red line,the environmental quality bottom line,the resource utilization upper limit and the eco-environmental list for market access,based on practice.Problems and suggestions for the implementation of the relevant policies are discussed,targeted to provide useful references for environmental management and policy making.
