摘要
乡村教师的发展状况在较大程度上决定着我国农村教育的发展水平。党的十八大以来,我国持续加强了乡村教师队伍建设力度,出台了一系列针对性较强的政策文件,有效提高了乡村教师队伍的整体质量,促进了乡村教师的专业发展,为教育扶贫和乡村振兴发挥了积极的推动作用。然而,在乡村教师发展政策实施过程中,仍然存在着乡村教师"向城化"现象突出、工资满意度不高、教师培训环节薄弱、职称评聘困难等现实问题。为此,瞄准关键问题和深层次问题,精准设计相关政策,不断提高乡村教师职业吸引力;瞄准政策领会和执行中的偏离问题,切实解决政策执行最后一公里难题;瞄准政策监督监测过程中的形式主义问题,不断提升政策实施效果。唯有如此,才能把科学制定出的好政策落实好,不断提高和完善乡村教师政策全过程治理实效,有效促进乡村教师发展和队伍建设,为实现乡村教育发展和乡村振兴提供坚实的优质师资力量保障。
To a large extent,the development status of rural teachers determines the development level of rural education in China.Since the 18th National Congress of the Communist Party of China,China has continued to strengthen the building up of the rural teacher workforce and a series of highly targeted policies and documents have been issued,which effectively improved the overall quality of rural teachers,promoted the professional development of rural teachers and played a positive role in promoting education poverty alleviation and rural revitalization.However,in the process of implementing the policy on the development of rural teachers,there are still some traditional and realistic problems that must be fundamentally addressed at this stage,such as the prominent phenomenon of“urbanization”of rural teachers,the low salary satisfaction,the weak link of teacher training and difficulties in evaluating and recruiting professional titles.To this end,we should target key issues and deep-rooted problems,precisely design relevant policies to continuously improve the attractiveness of rural teaching profession;target policies deviations in comprehension and implementation,and effectively address the last-mile challenges of policy implementation;target formalism in the policy oversight and monitoring processes to constantly improve the effectiveness of policy implementation.Only then can we implement the good policies that have been scientifically developed,continuously improve the effectiveness of the entire governance process of rural teacher policy,effectively promote rural teacher development and team building,and guarantee quality faculty for the development of rural education and rural revitalization.
