摘要 [目的/意义]面向重大疫情的网络舆情治理既是保障人民生命健康安全、实现社会高质量发展的应然要求,也是政府治理体系和治理能力现代化的实然体现。[方法/过程]构建重大疫情网络舆情"四点四阶段"演化模型,选取新型冠状病毒肺炎疫情中4个热点舆情事件对模型进行了验证。基于该模型,分析了政府在"湖北红十字会"舆情事件中的治理实践,在此基础上,提出基于界面管理理论的重大疫情网络舆情的跨界治理策略。[结果/结论]重大疫情网络舆情在触点、燃点、拐点、融点的作用机制下,经历突发、爆发、降温、失焦4个演化阶段,政府应当针对重大疫情网络舆情的演化特点,根据多元联动协同整体性视角的跨界治理机制,从基于主体界面的跨主体治理、基于组织界面的跨部门治理、基于知识界面的跨领域治理、基于时间界面的跨过程治理和基于层级界面的跨区域治理5个维度提升治理效能。 [Purpose/significance]Governance of Internet public opinion for major epidemic is not only a natural requirement for ensuring the health and safety of people’s lives and achieving high-quality development of society,but also a real reflection of the modernization of government governance systems and capabilities.[Method/process]The paper constructs the"four points and four stages"evolution model of Internet public opinion of major epidemic,and selects four hot events of COVID-19 to verify the model. Based on the model,the paper analyzes the governance practice for"Hubei Red Cross Society",on this basis,proposes transboundary governance strategies for Internet public opinion caused by major epidemic based on interface management theory.[Result/conclusion]Under the mechanism of contact point,burning point,infection point and melting point,the Internet public opinion of major epidemic experiences four evolution stages:sudden,outbreak,cooling,out of focus. According to the characteristics of the evolution of Internet public opinion of major epidemic,and based on the transboundary governance mechanism from the perspective of multiple linkage and coordination,the government should improve the governance efficiency from five dimensions:cross-subject governance based on subject interface,cross-sector governance based on organization interface,cross-domain governance based on knowledge interface,cross-process governance based on time interface and cross-regional governance based on hierarchical interface.
