摘要
党的十九大报告强调坚决打赢脱贫攻坚战,并号召各方力量积极参与,社会工作教育力量作为一种专业力量,应积极参与农村精准扶贫。社会工作教育力量在参与农村精准扶贫的过程中,受推动嵌入与阻碍嵌入两种力量的影响。推动嵌入的力量主要包括国家关于社会工作参与扶贫的宏观政策、社会工作项目的需求、专业自身的要求;阻碍社会工作嵌入的力量(反嵌)主要包括进入路径带来的局限、预估与计划制定的妥协、服务过程中对专业的困惑,以及结案中对各种因素的权衡。社会工作教育力量参与农村精准扶贫就是嵌入与反嵌两种力量相互作用的过程。当前,国内社会工作是在嵌入与反嵌过程中由多方力量角力所形成的一种建构过程,折射了社会工作发展的本土化进程。
Social work education is a professional force that can participate in targeted poverty alleviation in rural areas.The participation of social work education force in targeted poverty alleviation in rural areas is influenced by two forces:the forces of embedding and de-embedding.The forces that promote embedding include the state policies of social work participation in poverty alleviation,the requirements of social work projects,and the requirements of the social work profession itself;forces that hinder the embedding of social work in targeted poverty alleviation mainly include the limitations brought by the entry path,the compromise between estimation and planning,the confusion and reflection about the profession in the process of service,and the balance among various factors in the closing of the projects.The two forces of embedding and de-embedding interact in the process of social work participation in targeted poverty alleviation.From the current perspective,the development of social work in China is also a process of construction under the influence of multiple forces of embedding and de-embedding,which is a reflection of the localization of social work development.
