摘要
无论是从起源还是发展的过程来看,外资安全审查与国家经济安全之间都存在着十分密切的相关性。起源于美国的外资安全审查制度目前已经在全球得到普遍认同。当今世界面临百年未有之大变局,国际经济格局发生重大变化;全球新冠肺炎疫情的蔓延对国际贸易和投资也造成冲击性影响。在此背景下,全球外资安全审查制度呈现出一系列新变化。一是过去各国对于外资安全的审查主要集中于制造业,近年来已经出现将审查范围通过各种方式扩大到金融业的趋势。二是新冠肺炎疫情爆发后,全球外资安全审查趋严,部分国家和地区出台了新政策。作为全球最大外资吸收国和对外投资国之一的中国,对外投资受到严重冲击。因此,中国必须在不断提高自身抗风险能力的情况下,进一步扩大对外开放,在共同抗疫中践行人类命运共同体理念。
No matter from the origin or the development process,there is a very close relationship between foreign investment security review and national economic security.The foreign investment security review system originated from the United States has been widely recognized in the world.International investment and trade has also been impacted by the spread of the COVID-19 pandemic in the face of a great change in the past century.In this context,the global foreign investment security review system presents a series of new changes.First,in the past,the review of foreign investment security mainly focused on the manufacturing industry.In recent years,there has been a trend of expanding the scope of review to the financial industry through various ways.Second,after the outbreak of the COVID-19 pandemic,the global foreign investment security screening is stricter,and some countries and regions have issued new policies.As one of the largest foreign investors in the world,China's foreign investment has been seriously impacted.Therefore,China must further expand its opening up to the world and practice the concept of the human community of common destiny in the common fight against the COVID-19 pandemic,while constantly improving its ability to resist risks.
