摘要
随着各高校、科研院所科技成果转化数量的迅速增长,改进医学科研院所科技成果转化工作管理方法逐渐成为重点。此文通过梳理近年政府出台的促进科技成果转化的一系列政策,总结相关文献中提出的阻碍科研院所科技成果转化的因素,并结合作者实际管理工作经验,分析目前医学科研院所科技成果转化管理过程中存在的主要问题:(1)科技成果转化方式单一,知识产权成果转化困难。造成这一问题的原因是科技成果不符合市场需求,知识产权无形资产受国有资产管理监督限制。(2)新政策出台,政府放权导致各单位对新政策把握不准,不愿承担风险,管理部门不愿为,科研院所不敢为。根据主要问题提出改进建议:(1)加强政府引导作用,对执行部门进行科技成果转化管理工作的监督与培训,培养专业人才。(2)通过奖励激励提高管理人员工作积极性,加强与第三方机构合作,更好地把握科研产品与市场需求对接。未来在科技成果转化管理工作的实践过程中,希望能采纳这些建议,以推动科技创新体系的发展。
With the rapid growth of the quantity of the commercialization of research findings in every university and scientific research institution,the improvement on the management method of commercialization of research findings in medical research institution is becoming focus gradually.In this thesis,by clearing a series of policies to promote commercialization of research findings released by government,it summarizes the obstacle factors on the commercialization of research findings in related literature,combines the real experience in management of author,and analyzes main problems in the management of commercialization of research findings in medical research institution.Firstly,the method of commercialization of research findings is simple,so that it is difficult for the transformation of achievement of intellectual property.The reason is that the scientific and technological achievements are not up to the requirement on the market,and the intangible asset of intellectual property is limited,managed,and supervised by state-owned property.Secondly,although government has delegated power to lower levels,without good understanding on new policy,the new policy management department do not address their work and scientific research institute dares to do something.Because they are unwilling to undertake any risk.In addition,it puts forward two recommendations for improvement on these problems.First of all,it should strengthen the leading role of government,have supervision and training on the achievement transformation management by executive agency,and cultivate professionals.Secondly,it tries to improve the working enthusiasm of service staffs in scientific research institute by reward and encouragement,strengthen the cooperation with the third party organization,and control the connection between scientific research product with market.It aims to adopt these recommendations for improvement in the practice of achievement transformation management in the future,and besides,it can promote the development of the system of scientific and technological innovation.
