摘要
油气田地面工程承包商HSE管理是油田安全管理工作中的难点和重点。针对油田企业油气田地面工程承包商管理存在的问题,从查找承包商事故的深层次原因出发,提出了制定分板块、分专业承包商和分包商管理规定实施细则,建立油气田地面工程承包商安全绩效管理制度,建立图文并茂、实用的油气田地面工程承包商安全培训制度,建立严格的油气田地面工程承包商安全监管体系,建立严格的油气田地面工程安全问责制度,推行安全管理可视化、信息化建设,以及在承包商安全监管上采取“87633”管控措施等多项对策。实践证明,这些举措均十分有效。
HSE Management of oil and gas field surface engineering contractor is the difficulty and key point in oil field safety management.In view of the problems existing in the contractor management of oil and gas field surface engineering in oil and gas field enterprises,starting from finding out the deep-seated causes of the Contractor's accidents,this paper proposes to formulate the detailed rules for the implementation of the management regulations for sub plate and sub specialty contractors and subcontractors,establish the safety performance management system for oil and gas field surface engineering contractors,and establish a strict and practical safety training system for oil and gas field surface engineering contractors with both pictures and texts Six countermeasures are to establish a strict safety supervision system for oil and gas field surface engineering contractors,establish a strict safety accountability system for oil and gas field surface engineering,implement the visualized information construction of safety management,and establish"87633"control measures for contractor safety supervision.Practice has proved that these measures are very effective.
