摘要
以被引频次作为论文质量指标,对影响力不同的《中国农业科学》《干旱地区农业研究》《华北农学报》《华南农业大学学报》《广东农业科学》五刊近11年(2007—2017年)刊登的不同基金级别论文进行分析。研究结果表明:(1)基金论文比与期刊影响力没有必然联系,而国家级基金论文比与期刊质量及影响力密切相关;(2)基金论文质量不一定优于非基金论文,论文只要学术质量高,即使没有基金资助仍然可以得到较高的关注与引用;(3)基金论文质量与资助的基金级别也没有必然联系,不能单从基金级别角度选用稿件或评价论文质量。基于以上结论,提出相关建议:期刊编辑部要客观对待基金论文比以及不同基金级别论文和非基金论文,审稿上严格把关,用稿遵循“质量为王”的原则;一些单位机构评价论文质量不应唯核心期刊论、唯资助基金级别论,应结合论文被引频次和同行评议进行科学客观的评价;对期刊质量评价可补充国家级基金论文比、篇均被引量、零被引论文率等指标。
Taking the citation frequency as the quality index of papers,this paper analyzes the papers with different levels fund published in five journals of Scientia Agricultura Sinica,Agricultural Research in the Arid Areas,Acta Agriculturae Boreali-Sinica,Journal of South China Agricultural University,Guangdong Agricultural Sciences in recent eleven years(2007-2017).The results show that:(1)The Fund-sponsored paper ratio is not necessarily related to the influence of journals,while the National Fund-sponsored paper ratio is closely related to the quality and influence of journals.(2)The fund-sponsored papers quality is not necessarily better than that of non-fund-sponsored papers,as long as the academic quality of the paper is high,it can still get high attention and citation even without the aid fund.(3)The quality of fund-sponsored papers is not necessarily related to the fund level,so we can't select manuscripts or evaluate the quality of papers from the perspective of fund level alone.Based on the above conclusions,some suggestions are put forward:journal editorial departments should treat fund-sponsored and non-fund-sponsored papers objectively,strictly peer review and accept manuscripts following the principle of“quality is the king”;some organizations should correctly evaluate the quality of papers on the citation frequency and peer review instead of core journals and the fund level;the quality evaluation of journals can supplement the National Fund-sponsored paper ratio,average citation,zero citation paper rate and other indicators.
