摘要
科技外交是国家创新战略的外显和科技政策的延伸,是国家外交工作的组成部分。本文分析了影响科技外交的诸多因素,从国家利益、外交理念、科技水平、政治制度、意识形态、经济实力和国家安全等方面,讨论这些因素在什么条件下、在什么程度上影响科技外交,并据此来研究科技外交战略与政策。
Science and technology diplomacy is the extension of national strategy of science,technology and innovation,it is also an integral part of diplomacy.This article analyses a number of factors influencing science and technology diplomacy.From the perspective of national interest,diplomacy ideals,science and technology levels,political institutions,ideology,economic power and national security,the article also discusses under which circumstances and to what extent these factors can influence science diplomacy,based on which the strategy and policy of science diplomacy will be studied.
