摘要
文章指出经济发展方式的转变、消费结构和生产结构的转型升级,以及环境气候变化的约束等影响因素迫使我国将煤炭产业改革调整问题提上日程。国家《能源发展战略行动计划(2014—2020年)》中强调我国的煤炭消费量在2020年的占比控制在62%以内;"十三五"规划中提出要建设新的能源体系,实现能源的清洁低碳生产、安全高效的目标;现阶段去产能政策指导方针的提出,指引着我国煤炭产业未来的发展方向。通过对我国经济发展和煤炭产业过剩产能现状,及在去产能政策背景下所需要把握的几个问题进行分析,为我国煤炭产业的发展提出可供参考的战略和政策建议。
The transformation of economic development mode,the transformation and upgrading of consumption structure and production structure,and the constraints of environmental climate change have forced China to put the coal industry reform on the agenda.The National Strategic Plan for Energy Development(2014—2020)emphasizes that the proportion of China’s coal consumption in 2020 is controlled within 62%.The"13 th Five-Year Plan"proposes to build a new energy system to achieve clean and low-carbon production of energy,safe and efficient targets.At this stage,the guidelines for the cutting overcapacity policy are proposed,which guides the future development direction of China’s coal industry.Through the analysis of China’s economic development and the status quo of excess capacity of coal industry and the problems that need to be grasped in the context of cutting overcapacity policy,strategies and policy recommendations are proposed for the development of China’s coal industry.
