摘要
为适应数字经济发展的需要,防范以比特币为代表的数字货币对金融市场造成风险,维护我国的货币主权,央行开始计划发行法定数字货币。目前央行数字货币已基本完成顶层设计,正在部分城市进行数字货币运营试点工作。本文首先梳理了央行即将发行的数字货币的主要概念及特征,并分析了发行数字货币的必要性;接着从第三方支付机构、商业银行、货币政策及支付结算的视角分析了央行发行数字货币对其可能产生的影响。本文研究发现,央行数字货币的发行会对第三方支付机构支付业务形成挑战,促使商业银行现金业务转型,提高货币政策的精确性和有效性,优化国内外支付结算流程,有助于人民币国际化;针对在发行流通、信息技术、金融体系和法律监管方面存在的问题,央行要做好数字货币宣传推广工作,加强数字货币的金融基础设施建设,强化数字货币交易处理能力和加密技术,健全与数字货币相关的法律法规和金融监管体系。
In order to meet the needs of the development of the digital economy,prevent the digital currency rep⁃resented by Bitcoin from causing risks to the financial market,and safeguard China's currency sovereignty,the cen⁃tral bank began planning to issue legal digital currency.At present,the central bank's digital currency has basically completed the top-level design and is conducting pilot work on digital currency operations in some cities.This arti⁃cle first sorts out the main concepts and characteristics of the central bank's upcoming digital currency and analyzes the necessity of issuing digital currency;This article then analyzes the possible impact of digital currency issued by the central bank on the perspective of third-party payment institutions,commercial banks,monetary policy and pay⁃ment settlement.This paper finds that the issuance of digital currency by the central bank will challenge the pay⁃ment business of third-party payment institutions,promote the transformation of the cash business of commercial banks,improve the accuracy and effectiveness of monetary policy,optimize the payment settlement process at home and abroad,and promote the internationalization of RMB;In view of these problems in the circulation,information technology,financial system and legal supervision,the central bank should do a good job in promoting digital curren⁃cy,strengthen the construction of financial infrastructure for digital currencies,strengthen digital currency transac⁃tion processing capabilities and encryption technologies,and improve laws and regulations related to digital curren⁃cy and financial supervision systems.
