地方政府融资平台与中小银行合作研究

摘要地方政府融资平台作为地方一级政府推动当地投资和获得银行融资的重要载体,在地方经济的发展中具有重要作用,也是中小银行核心信贷合作伙伴。在经历了2018年以来去杠杆所造成的社会融资断崖式下跌和民企大规模债务违约后,在"稳杠杆、防风险、保增长"背景下,地方融资平台和中小银行信贷合作必将发生新的变化。本文首先对地方融资平台发展历史、现状及与中小银行合作渊源进行了研究,在借鉴前人成果的基础上,对地方融资本平台和中小银行信贷合作的主要模式进行了分析,并提出了主要风险点,同时,结合四川省S市某主要平台信贷项目被否决案例,对新形势下中小银行针对平台信贷合作的方法、偏好、风险控制逻辑进行全面分析,最后对构建新型地方融资平台与中小银行信贷合作关系提出建议。 As an important carrier for local governments to promote local investment and obtain bank financing,the local government financing platform plays an important role in the development of the local economy and is also a core credit partner of small and medium-sized banks.After experiencing the steep decline in social financing caused by deleveraging since 2018 and the large-scale debt default of private enterprises,under the background of"stabilizing leverage,preventing risks,and ensuring growth",new credit cooperation between local financing plat⁃forms and small and medium-sized banks will definitely occur new changes.This paper first studies the develop⁃ment history,current situation and origin of cooperation with small and medium-sized banks of local financing plat⁃forms.Based on the achievements of previous generations,this paper analyzes the main modes of credit cooperation between local financing platforms and small and medium-sized banks,and proposes the main risk points.At the same time,this paper combines with the rejection case of a major platform credit project in S City,Sichuan Province,makes a comprehensive analysis of the methods,preferences,and risk control logic of small and medium-sized banks for platform credit cooperation in the new situation.Finally,it puts forward suggestions on building a new type of local financing platform and small and medium-sized bank credit cooperation.
