摘要
对近年来辽宁省有关促进科技成果转化的科技政策进行政策文本分析。通过回顾辽宁省科技成果转化的问题和难点,挖掘各项政策的着力点和具体内涵,分析推动区域科技成果转化的路径。研究表明,通过广设政策落实试点、完善科研人员激励机制、拓宽供求双方互动平台、营造创新正向制度环境四条有效路径,科技成果转化工作取得了较好的成效,为其他省份乃至我国提供了科技成果转化路径经验。
The paper analyzes the policy text of science and technology policies on promoting the transformation of scientific and technological achievements in Liaoning Province in recent years.By reviewing the problems and difficulties in the transformation of scientific and technological achievements in Liaoning Province,the paper explores the focal points and concrete connotations of various policies,analyzes the path of promoting the transformation of regional scientific and technological achievements.The research shows that through a wide range of policy implementation experiments,the incentive mechanism for scientific researchers is improved,the interactive platform between supply and demand is broadened,and four effective paths are created for innovation to be positive to the institutional environment.The transformation of scientific and technological achievements has achieved good results,providing experience in the transformation of scientific and technological achievements for other provinces and even our country.
