摘要
随着国家大数据战略的部署和“互联网+”时代的来临,健康医疗大数据的安全共享合理利用可对慢病防控提供有力支撑,但安全与共享是一把双刃剑,存在隐私保护关键技术不完善、隐私保护法律法规不健全、隐私保护意识不充分等伦理挑战。现立足于健康管理医疗机构的长期实践与探索,探讨分析慢病健康管理大数据研究中的数据安全与共享的面临的挑战,提出在不断完善安全技术和法律法规的同时使用制度化、技术化、安全化、标准化、共享化的“五化”技术措施确保慢病健康管理大数据的使用效益最大化。
With the deployment of the national big data strategy and the advent of the“Internet+”era,safety sharing and rational utilization of health medical big data can provide favorable support for prevention and control of chronic diseases.However,security and sharing are a double-edged sword,there are some ethical challenges of privacy protection,such as imperfect key technologies,incomplete laws and regulations,and inadequate awareness.Based on the long-term practice and exploration of health management medical institutions,this paper discussed and analyzed the challenges faced by data security and sharing in the big data research of chronic disease health management.It proposed safety technology and lows in the continuous improvement,and five technical measures to ensure the maximization of use benefit of big data of chronic disease health management,which are institutionalized,technical,safe,standardized and shared.
