摘要
在新时代的国土空间规划体系下,绿地承担着生态、游憩、景观、防护等多个重要功能,起着联结日常生活的作用,是实现民生福祉的公共载体,也是满足美好生活需求的公共服务产品,同时,绿地是推进构建国土空间规划体系的基础性和重要性内容之一。研究基于国土空间规划视角,结合英国绿色空间规划体系和德国景观空间规划体系传导的实践案例,探讨了面向国土空间规划体系改革,市县级绿地系统作为专项规划所面临的四点传导挑战;并提出了绿地系统专项规划在功能、层次、时序上的三个传导要点;最后总结了绿地系统专项规划的传导方式,提出了对面向国土空间总规专项详规传导下的绿地系统专项规划研究的革新思考,以期对国土空间规划改革起到重要的支撑作用。
In the new era of national territory spatial planning system,urban green space bears many essential functions such as ecology,recreation,landscape,protection,etc.,plays a role of connecting daily life,is a public carrier to achieve people’s well-being,and also a civil service product to meet the needs of a better experience.At the same time,urban green space as an essential and vital element promotes the construction of national-territory spatial planning system.With the perspective of national territory spatial planning,this article combined with the practice cases of the transmission of the British green space planning system and the German landscape space planning system,while discussing the four transmission challenges faced by the green space system at city and county level as special planning for the reform of national territory spatial planning.It puts forward three transmission points of the green space system’s special in terms of function,level,and time sequence.Finally,the article summarizes the transmission method of the special planning of the green space system.It puts forward the innovative thinking of the research on it,which plays an essential supporting role in the compilation of special planning based on the transmission of special regulations of general planning of national territory.
