摘要
根据食品检验检测机构自身和相关方需求和期望,提出对资源进行有效配备的相应策略,使之适应资质认定准入要求和组织的业务发展方向。食品检验检测机构专业技术能力的基础是其所配置的人员、场地设施与环境、仪器设备等资源,资源配置状况直接影响着机构职能目标的实现,也是资质认定量化评价重要依据。从食品检验检测机构实验室构建的基础和内容角度出发,根据食品检验检测机构实验室专业性特点的要求,通过综合比较分析、列举归纳方式,以行业顶层要求和引领行业为主线,得出食品检验检测机构资源配置及匹配原则,以及反映资源配置及匹配范围和量度的组成要素、计量基础和调控机制为手段的资源配置及匹配策略,进而可实现食品检验检测机构实验室资源配置及匹配的综合。
The professional and technical ability of food inspection and testing institutions is based on the personnel,site facilities,environment,instruments and equipment and other resources allocated.The allocation of resources directly affects the realization of the functional objectives of the institutions,and is also an important basis for quantitative evaluation of qualification.In this paper,according to the needs and expectations of the organization itself and related parties,how to effectively equip these resources to meet the requirements of qualification recognition and access and the development direction of the organization’s business,from the perspective of the foundation and content of the construction of the laboratory of food inspection and testing institutions,and according to the requirements of the professional characteristics of the laboratory of food inspection and testing institutions,by the comprehensive comparison method and enumerate and summarize Methods,taking the top-level requirements and leading industries as the main line,the resource allocation and matching principles of food inspection and testing institutions,as well as the resource allocation and matching strategies that reflect the resource allocation,matching scope and measurement elements,measurement basis and control mechanism,can realize the comprehensive evaluation method of laboratory resource allocation and matching of food inspection and testing institutions.
