摘要
为了提高我国科研院所行政管理绩效评价的得分,提升我国科研院所行政管理的质量,提出新时期我国科研院所行政管理绩效评价研究采用平衡计分卡的形式,建立科研院所战略地图的实施计划,确定科研院所使命和战略目标;采用平衡计分卡中的指标分解矩阵建立行政管理绩效评价指标体系;通过科研院所行政管理绩效评价算法设计完成绩效评价。实验结果表明,采用所提方法的科研院所行政管理绩效评价得分提高了38.87%,证明了该方法的有效性。
In order to improve the score of Chinese scientific research institutes’administrative performance evaluation and improve the quality of their administrative management,it is proposed that in the new era,Chinese scientific research institutes’administrative performance evaluation research adopts the form of balanced scorecards,establishes an implementation plan of the strategic map and determines the mission and strategic goals of scientific research institutes;adopts the index decomposition matrix in the balanced scorecard to establish the administrative management performance evaluation index system;completes the performance evaluation through the design of the scientific research institutes’administrative performance evaluation algorithm.The experimental results show that the administrative management performance evaluation score of the scientific research institute adopting the proposed method has increased by 38.87%,which proves the effectiveness of the method.
