摘要
习近平总书记十分重视党的民主集中制建设,从价值、内涵、机制和保障等维度对其进行了深入论述,赋予了民主集中制以新的时代意涵。在价值之维,习近平强调了民主集中制是严肃党内生活的根本要求,指出在民主集中制贯彻落实过程中"四个不够"的问题。在内涵之维,指出民主集中制体现的是组织意图,遵循的是"四个服从"的组织原则,体现的是大多数人的要求而非个别人的意见。在制度之维,指出请示报告制度是与民主集中制相配套的有效工作机制。在保障之维,提出只有对民主集中制执行情况进行严格评估,才能够保证民主集中制的执行质量。在中国特色社会主义新时代,认真学习习近平总书记关于民主集中制的深刻论述,对于广大党员准确把握民主集中制具有重要启迪。
General Secretary Xi Jinping attaches great importance to democratic centralism of the Party, and has made in-depth expositions on it from dimensions of its value, implications, mechanisms, and guarantee, which shed new light on it. In terms of its value, Xi Jinping stressed that democratic centralism is the fundamental requirement for carrying out in earnest intraparty political activities, and pointed out the deficiencies in implementing democratic centralism. In terms of its implications, Xi made it clear that it embodies organizational intentions, follows the organizational principle of the"Four Obeys", and represents the wills of the majority rather than the opinions of a few persons. In terms of the institutions, Xi pointed out that the request and report system is an effective working mechanism supporting the democratic centralism. In terms of its guarantee, Xi pointed out that only with strict assessment and evaluation can the quality of its implementation be guaranteed. In the new era of socialism with Chinese characteristics, to study conscientiously General Secretary Xi’s profound expositions on democratic centralism will give Party members new insights into its implications.
