摘要
随着多中心治理的兴起,公众参与越来越成为学者关注和研究的对象,基层污染防治的政府失灵、市场失灵和社会失灵带来公众参与的兴起。然而,组成公众参与的理性主义个体具有"私利性",容易造成污染防治中公众参与的失灵。以义乌市剿灭劣Ⅴ类水专项行动为例,当前污染防治攻坚战中公众参与的范围和深度不够、公众参与的冷漠性和公众参与可持续性较差,污染防治中公众参与面临着困境,究其原因主要源于公众环保意识的"依赖政府性"造成公众参与失灵、搭便车和囚徒困境导致公众参与内在乏力、对公共环境事务的冷漠性造成"事不关己,高高挂起"。认为可以通过培育公共精神,实现协同共治,提升公众参与的可持续度;树立多元治水理念,切实发挥民间组织和志愿者的参与和监督作用,扩大公众参与的广度;激活社区社会组织,创新活动载体,提高公众参与的深度;推动政府权力让渡,构建自下而上的公众参与进程,促进公众有序参与等来深化公众参与。
With the emergency of polycentric governance, public participation has become the focus of more and more academicians’ research and concern. Government failure, market failure and society failure in the grassroots pollution prevention contribute to the popularity of public participation. However,the individuals of rationalism who constitute public participation are characterized by being private, thus causing the failure of public participation in the grassroots pollution prevention. Taking the special action of Yiwu city to combat the water of Ⅴ class as an example, it is found that the scope and depth of public participation is far from satisfactory, the public is deaf to participation and the sustainability is low. This paper reveals that the predicament of public participation in the prevention and control of grassroots pollution is due to the government dependence of public participation, which leads to public participation failure, the free ride and the prisoners dilemma. All these lead to the internal weakness of public participation and the indifference to public environmental affairs, which cause the phenomenon of"standing aloof from things of no personal interest". Therefore, the path of deepening and broadening public participation starts from these the following aspects: cultivating public spirit and realizing concerted governance to promote the sustainability of public participation;forming the idea of multiple ways to control water, giving the full play to the participation and supervision of non-governmental organizations and volunteer to broaden the width of public participation;activating the community and society organizations, innovating the activity platform to improve the depth of public participation;promoting the transfer of government power and expanding the main body of social participation.
