摘要
上海作为长三角区域一体化发展的核心城市与龙头,肩负创新引领、开放发展、区域带动等重要使命。该文认为上海“一体化”内河航运集疏运体系中,高等级内河航道建设工作持续推进,但规模化内河公共港区建设进度相对滞后。结合上海及周边省市发展情况,造成主要因素有市场自由选择内河水运优势不明显、公共港区经济效益差、区级为主体推动建设积极性不高、在传统观念中认为码头对周边环境影响较大等。未来发展中,上海内河公共港区的发展需要更好的政策扶持,并以海港优势为依托,在长三角甚至更大的区域尺度下,重点发展具备联运功能的公共港区。
As As the core city of the Yangtze River Delta integrated development,Shanghai shoulders innovation,openness and leading.At present,in Shanghai's"integrated"inland shipping collection and distribution system,the construction of high-level inland waterways is progressing steadily,but the construction of inland public port is relatively delayed.In combination with the development of Shanghai and surrounding provinces,the main factors are the lack of obvious advantages of river transportation under free markets,the poor economic benefits of public port land occupation and investment,the low level of enthusiasm for promoting construction at the district level,and the bad environmental impact of the port on the surrounding environment in traditional notions,etc.It is suggested that the development of Shanghai inland public ports requires better policy support,and it should be considered in the Yangtze River Delta or even larger regional scale.In future,it is important to develop public ports with intermodal transport functions.
