“天地一体化”监管体系在输变电工程环水保核查中的应用 被引量:9

摘要 在生产建设项目"天地一体化"水土保持监管背景下,本文对输变电工程环水保监管体系进行研究,基于遥感技术形成以"卫星遥感普查+无人机详查+人工现场抽查"为依托的全过程环水保管控方案,并应用于在建典型工程湖南长沙望城500 k V输变电工程。结果表明,使用本文提出的管控方案可有效获取工程建设期间的环水保信息,包括施工扰动范围、施工便道长宽等,同时优化施工过程监管,提高监管成效,为工程建设期的环水保监管提供决策支持。 In the context of soil and water conservation supervision based on"Space-ground integration"in the production and construction project,we studied the environmental protection and soil and water conservation supervision system for power transmission and transformation projects,which is a set of full-process control schemes composed of satellite remote sensing、drone aerial photography and on-site inspection based on remote sensing technology.The 500 kV transmission and transformation project in Changsha,Hunan,a typical project under construction,was selected for the application of schemes.Results show that the information about environmental and water conservation could be obtained effectively through the management and control schemes proposed in this paper,including the scope of construction disturbance,length and width of the access roads,etc.The supervision of the construction process was optimized while the effectiveness of supervision was improved,which provides decision-making support for environmental protection supervision during the construction period.
