摘要
推进大学治理现代化,必须全面提升大学治理的合法性和有效性,而提升大学治理合法性、有效性,离不开强有力的政治监督。政治监督推进大学治理现代化,要聚焦关键环节,着力加强对“两个维护”、党对大学全面领导、立德树人、正风肃纪反腐、“关键少数”履职用权、制度建设等情况的监督。扎实推进政治监督的具体化、程序化、常态化,就要着力构建主体责任落实、多元融合监督、执纪问责激励、整改提升跟踪、监督能力提升等政治监督长效机制,把监督效能持续转化为大学治理现代化的具体效能。
To promote the modernization of university governance,the legitimacy and effectiveness of university governance must be enhanced comprehensively,and to enhance the legitimacy and effectiveness of university governance,the good political supervision is indispensable.And the political supervision needs us to focus on key links,strengthening the supervision of the“two maintenance”,the Party’s overall leadership over the university,the moral education,discipline and anti-corruption,the“key minorities”performing their duties and rights and system construction.To make political supervision more specific,procedural,and normal,it is necessary to focus on building long-term political supervision mechanisms such as the implementation of main responsibilities,diversified supervision,discipline enforcement and accountability incentives,rectification and improvement tracking,and improvement of supervision ability,so as to continuously transform the efficiency of supervision into the specific efficiency of the modernization of university governance.
