摘要
在扩容提质过程中,高校存在学术体系和行政管理体系职责不清晰,行政管理体系对“服务”定位不明确、缺乏量化考核体系制约,职称评聘和晋升通道狭窄导致行政人员工作能动性不足,行政工作性质导致行政人员出现职业倦怠感等问题。这些问题使得高校行政管理体系服务质量不尽人意。高校应建立成熟稳定的行政机制以明确职责义务,建立量化机制和考核奖惩机制以定位行政管理体系的“服务”角色,建立科学合理的职业晋升制度以提升行政人员工作的主观能动性,加强信息技术手段的应用和对行政人员进行人文关怀以消除其职业倦怠感,进而提高行政管理体系服务质量。
In the process of capacity expansion and quality improvement,the academic systems and administrative management systems of universities are suffering from unclear responsibilities,ambiguous positioning of“service”in administrative management,and missing constraints from quantitative evaluation systems,insufficient dynamic input from the administrative management due to narrow passages through professional title promotion,and job burnout among administrative staff caused by the nature of their work.These problems led to the dissatisfying service quality of administrative management systems.Colleges and universities should establish mature and stable administrative mechanisms and clarify their duties and responsibilities,build quantitative mechanisms and assessment mechanisms to define the“service”role in administrative management systems,set up scientific and reasonable professional promotion systems to enhance conscious dynamism of administrative staff,and strengthen the application of information technology and offer the management humanistic care to eliminate their sense of job burnout,and thus improve the service quality of administrative management systems.
