摘要
伴随"放管服"改革在各个领域的深入推进,必然对社会治理创新产生影响,社会治理领域"放管服"改革理应成为重要的研究命题。借助于建构型扎根理论的研究方法,构建"放管服"改革视域下社会治理创新的研究框架。分析2016年至2019年全国创新社会治理典型案例发现,提升服务水平、创新治理方式、管理服务下沉、健全体制机制、强化监督检查、加强乡村治理等是当前中国社会治理创新的主要特征与范畴。将这些特征与"放管服"改革的理论蕴含进行关联性思考,可见社会治理创新与"放管服"改革具有明显的理论契合性,从简政放权、健全制度、优化服务等三个核心维度能够建构一种社会治理创新的可适性模型框架。这一理论框架与经验分析为推进社会治理创新的学术研究,提供了一个新的研究视域和重要的方法论借鉴。
With"delegation,regulation and service"reform in all areas of propulsion,its influence on the social governance innovation inevitably,social governance"delegation,regulation and service"reform should be a important research propositions.With the help of the build configuration grounded theory research methods,we construct the framework of social governance innovation under the view of"delegation,regulation and service"reform.Through to 2016 to 2019,the national social governance innovation gives the qualitative analysis of typical cases and it is concluded that:improve the service level,innovation management mode,management service sinks,perfecting systems and mechanisms,strengthening the supervision and inspection,to strengthen rural governance is the main characteristics and scope of China’s social management innovation.Then these characteristics and"delegation,regulation and service"relevance theory contains the reform thinking,from and decentralization and improve the system,optimize service three core dimension construct the new mode of social governance innovation.The research framework and empirical analysis of this paper to promote social management innovation of academic research provides a new research horizon and important methodology reference.
